GENERAL BURNING PERMIT

Chapter 7, Article III, Section 7-40 (3) of the town of Springfield Municipal Code provides for the following: This publication is a general permit for persons inside the limits of the Town of Springfield to burn the following for the purpose of clearing and accumulation of leaves, grass, weeds or other plant materials. Such burning shall be done in a manner so as not to present a fire hazard. THIS GENERL PERMIT ALLOWS BURNING OF THE ABOVE DESCRIBED ITEMS from April 1, 2022 UNTIL SUNDOWN May 31, 2022. Burning of the above-described items is permitted during the daytime only and fires must be extinguished prior to sunset. NO BURNING OF ANY OTHER TYPES OF MATERIALS THAN IS LISTED ABOVE IS ALLOWED UNDER THIS GENERAL PERMIT. Fires should be attended at all times and kept under control. Please call the Baca County Sheriff’s Office to let them know you will be burning. Any questions may be directed to the Clerk’s Office by calling

The Town of Springfield Regular Municipal Election was
held on Tuesday, April 5, 2022. The Election was conducted

The Baca County Conservation District election will be held on Tuesday May 3, 2022. The election will be conducted via polling place, Baca County Conservation District, 27200 US Hwy 287 Springfield CO. Polls will open at 7:00 AM and close at 7:00 PM. BEFORE THE COLORADO GROUND WATER COMMISSION
SOUTHERN HIGH PLAINS DESIGNATED GROUND WATER BASIN; BACA COUNTY
TAKE NOTICE that pursuant to Section 37-90-107(1), C.R.S., as amended, Robert Crane has
made application for the appropriation of designated ground water through an existing, well, permit no.
76866-F. The well is in the SW1/4 of the NE1/4 of Section 23, Township 32 South, Range 47 West of the
6th Principal Meridian, approximately at UTM coordinates of 706283 Easting and 4124770 Northing
(meters, Zone 13, NAD-83). The proposed use of ground water is irrigation of 250 acres described as a
125-acre pivot in each of the NE1/4 and the SE1/4 of Section 23, Township 32 South, Range 47 West,

th P.M. The proposed maximum pumping rate is 400 gpm and the proposed annual appropriation is 350
acre-feet. The depth of the well is 412 feet, and the source of water is the Southern High Plains single
geohydraulic system. The applicant is requesting to cancel permit no. 76886-F and re-permit the
existing well as described above. The applicant is proposing to commingle the well with well permit
nos. 10867-FP and 10999-RFP as described below.
ALSO TAKE NOTICE that in accordance with Section 37-90-111(1)(g), the Colorado Ground
Water Commission is considering an application from Robert Crane for a change of water right for
permit nos. 10867-FP and 10999-RFP to commingle the wells with Permit Nos. 10867-FP, 10999-
RFP, and the existing well current permit no. 76866-F to be re-permitted as described above, to
irrigate combined acreage by these wells. The application was submitted on January 3, 2020 and is
evaluated under the Designated Basin Rules as re-amended on April 14, 2019.
The well with Final Permit No. 10867-FP has a permitted location in the SE1/4 of the SE1/4
of Section 23, Township 32 South, Range 47 West of the 6th P.M. The permitted pumping rate is
750 gpm, the permitted annual appropriation is 560 acre-feet per year, and the permitted use is,
together with permit no. 10999-RFP, irrigation of 320 acres described as the E1/2 of said Section 23.
Well permit no. 10867-FP is permitted as an alternate point of diversion to well permit no. 10999-
RFP. The applicant is requesting that, subject to the development of the conditional water right of
and issuance of a Final Permit to the new conditional permit of the existing well (current permit no.
76866-F) as noticed above, the water rights of permit no. 10867-FP be reduced to irrigation of 250
acres described as a 125-acre circle in each of the NE1/4 and the SE1/4 of Section 23, Township 32
South, Range 47 West, 6th P.M., with a maximum annual appropriation of 350 acre-feet, and that
previous approvals allowing permit nos. 10867-FP and 10999-RFP to be commingled and be
alternate points of diversion to each other be canceled.
The well with Final Permit No. 10999-RFP has a permitted location in the NW1/4 of the
SE1/4 of Section 23, Township 32 South, Range 47 West of the 6th P.M. The permitted pumping
rate is 600 gpm, the permitted annual appropriation is 560 acre-feet per year, and the permitted use
is irrigation, together with permit no. 10867-FP, of 320 acres described as the E1/2 of said Section

  1. Well permit no. 10999-RFP is permitted as an alternate point of diversion to well permit no.
    10867-FP. The applicant is requesting that, subject to the development of the conditional water right
    of and issuance of a Final Permit to the new conditional permit of the existing well (current permit no.
    76866-F) as noticed above, the water rights of permit no. 10999-RFP be reduced to irrigation of 250
    acres described as a 125-acre circle in each of the NE1/4 and the SE1/4 of Section 23, Township 32

    previous approvals allowing permit nos. 10867-FP and 10999-RFP to be commingled and be

    The application is published as required by statute. Favorable consideration by staff is not
    required prior to publication of a change in water right, nor is such implied here.
    Any person wishing to object to the requested appropriation must do so in writing, briefly stating
    the nature of the objection and indicating the applicant name and location of the proposed permit that
    are the subject of the objection. The objection, including a required $10 fee, for each application
    objected to, must be received by the Colorado Ground Water Commission by May 13, 2022.
